Can't kill landfills! (Sim City 4)

Seems over time if you stop funding sanitation, a trash accomulated on a
landfill will eventually disappear.

But on some landfills, the trash simply won't go away, like there's a glitch
in the map.

Speaking of things that won't go away, there are some toll booths in on the
map that won't delete.
I somehow created a highway on to of them and although the highway is
deleted, the booths are still there!
When I bulldoze, they look like they are destroyed but when the rubble
clears, they still remain!

Any way to resolve? A map editor?
